BID Phases
The BID process is divided up into four phases, they are as follows;
Phase One – Consultation
The consultation element of this proposal will develop the evidence base for the development of a robust and ‘fit for purpose’ business plan. The consultation will seek to identify the views of the companies based upon Birchwood using an internet based survey.
Phase Two - Development of the BID Business Plan and Proposal
Following the consultation exercise, the priority issues and the willingness and interest from the companies will have been assessed. This will include as assessment of demand from the different areas of Birchwood, which will influence the final geographical size of the BID. The second phase of the project will be to take priority issues and develop services and projects that will meet the need identified during phase one.
Phase Three – Marketing and Selling the BID Proposal
Phase three of the project will see the BID proposal being marketed and sold to the resident companies. The first stage of this process will be the development of a marketing plan, in order to identify the actions and resources required to sell the BID proposal and achieve a yes vote.
Phase Four – Monitoring the BID Vote and Legal Compliance
Phase four of the project will run aside phase 2 and 3. The monitoring of the BID vote is an essential task, which can be completed using data supplied by the Local Authority holding the BID ballot. The Local Authority is able to supply information over the 28 days voting period detailing who has voted. Information on how people have voted cannot be released as the ballot is a secret ballot. Carried out correctly, the monitoring of the BID ballot will ensure that valuable marketing resources are only targeted on companies who have not voted and who are likely to approve the proposal fro a BID.
